John Kerry a 'safe pair of hands' as he's to replace Hillary Clinton

US President Barack Obama will nominate John Kerry to be his next secretary of state. If confirmed by the Senate, Mr Kerry would replace Hillary Clinton as the country's top foreign representative. John Kerry ran as Democratic presidential candidate in 2004 and is chairman of the Senate Foreign Relations Committee.VoR's Brendan Cole talked to Scott Lucas, professor of American Studies at the University of Birmingham, who says that Hillary Clinton hasn't actually done much to change US policy.
